The Plastics Lighthouse Project is a flagship CSR initiative of Mondelez India Foods Pvt. Ltd., implemented by Anubhuti Welfare Foundation in partnership with Responsible Earth Foundation as the operational partner. The project aims to transform Mapusa, a town in Goa, into a ‘net-zero plastic’ model by strengthening community participation, upgrading waste infrastructure, and embedding circular economy principles.
The ‘Lighthouse’ name symbolises the project’s goal to serve as a beacon of sustainable waste management especially for cities aiming to transition from linear to circular systems. By enhancing source segregation, improving material recovery, and empowering ‘Safai Mitras’ (waste workers), the project addresses critical gaps in the plastic value chain and contributes to building a more inclusive and circular economy.

Promoting Environmental Stewardship
Drive Behavioural Change
Mobilise citizens, school children, and resident associations through sustained IEC (Information, Education, and Communication) to promote responsible waste practices.
Implement 4-way and 8-way segregation in households, institutions, and commercial spaces through targeted awareness campaigns, training, and infrastructure support.
Advancing Material Recovery Solutions
Upgrade and operate Material Recovery Facility (MRF) capable of processing diverse waste streams while maximising material recovery.
Equip the MRF with tools like conveyor belts, balers, and digital tracking systems to streamline sorting, reduce contamination, and enhance traceability.
Social Inclusion of Safai Mitras
Provide hands-on training in occupational safety, waste handling, and operational best practices, while supporting the formal integration of Safai Mitras into public systems
Improve the working conditions, safety, and economic wellbeing of Safai Mitras through fair wages, access to government welfare schemes (e.g. e-Shram, ABHA, PAN/Aadhaar) and provision of essential safety equipment
Boosting Recyclability for a Circular Economy
Establish efficient collection systems to channelise plastic waste into recycling ecosystems to reduce landfill dependency and enable value recovery from waste
Build strong partnerships with municipalities, recyclers, civic bodies, and communities to create an inclusive, resilient waste management ecosystem
